<보도자료> 미국 유명대학들 인천 송도에 입주 주저
1. 지난 6월 인천 송도를 방문하여 저어새의 서식지 보존을 위해 송도11공구 갯벌 매립이 중단되어야 함을 강조하였던 미국의 세이브 인터내셔날 단체의 대표로 있는 버클리대 랜돌프 교수가 지난 7월 10일 인천 습지위원회에 서신을 보내왔습니다.
2. 서신내용은 송도경제자유구역에 입주를 하기위해 인천시와 MOU를 체결하였거나 논의중에 많은 미국의 대학들을 직접 확인해 본 결과 송도지역이 갯벌을 매립한 곳이라는 점을 들어 입주를 주저하고 있다는 내용입니다.
3. 이에 본인의 동의하에 보내온 서신 전체를 공개합니다.

인천시가 송도 11 공구 매립을 재고려해야하는 이유
Incheon City has advertised that major educational institutions will soon create campuses in New Songdo City. According to the Korean media so far, the “Joint University Campus” claims to have agreements with universities including North Carolina State University, the State University of New York at Stony Brook, Carnegie Mellon University, the University of Southern California (USC), Duke University, Georgia Tech, University of Missouri, and the University of California at Berkeley. Additionally, the Chadwick School has been asked to run the Songdo International School.
인천시는 그 동안 미국의 주요 교육기관들이 송도신도시에 대학 캠퍼스를 조성할 것이라고 홍보해왔다 . 지금까지의 언론 보도에 따르면 노스캐롤라이나 주립대 , 뉴욕 스토니브룩 , 카네기 멜론대 , 남가주대 , 듀크대 , 조지아공대, 미주리대, 캘리포니아 버클리대 법대 등이 입교를 확정하거나 양해각서 체결 , 또는 입주 예정이라고 밝혔다. 이들 대학들과 함께, 채드윅 스쿨도 송도국제학교를 관리해달라고 요청받았다.
But according to SAVE International, some of these American universities are not likely to come to Songdo. Duke University’s Vice President for Public Affairs and Government Relations, Michael Schoenfeld, said that Duke was never even approached and will not participate. There is a serious debate ongoing at SUNY-Stony Brook; many faculty oppose locating in Songdo because it violates New York environmental regulations and standard best practices of international environmental assessment. The budget crisis at Stony Brook is another critical reason; the Stony Brook Press reported that the university was “indefinitely suspending plans for a campus in Korea,” even though “South Korean authorities have not yet been told of the suspension.” A similar ambivalence engulfed Chadwick School, according to Headmaster Ted Hill, when they learned that the campus was destroying the habitat of endangered species. Helene Kim, Executive Director of Berkeley Law School’s International and Executive Legal Education (IELE) Programs, acknowledges that the school has signed a Memorandum of Understanding but is not moving forward with the plan to locate in Songdo. North Carolina State University officials, including Chancellor Randy Woodson, were shocked to learn that th campus would be located on a wetland of international importance under the criteria of the Ramsar Convention; Chancellor Woodson stated that the North Carolina State campus is on hold indefinitely, and he is reviewing the proposal in light of the endangered black-faced spoonbill.
그러나 SAVE international(국제저어새보호단체)에서 확인 한 바에 따르면 최근 들어 송도에 입교예정인 학교들 중 몇몇 대학들이 송도에 들어오지 않기로 확정했거나 , 오지 않을 가능성이 높다. 듀크대 공공업무 담당 마이클 스천펠드 부회장은 듀크대는 송도 입교에 관련해 한 번도 접촉받은 적도 없고, 입교할 계획도 전혀 없다고 말했다. 개교가 확정되었다고 발표되고 있는 뉴욕 스토니브룩대 역시 지금까지도 내부적으로 교수진 사이에 논쟁이 벌어지고 있다 . 매립지 위 개발이 뉴욕 환경법에 의하면 불법일 뿐 아니라 국제환경평가 관행을 위반하고 있기 때문에 많은 교수들이 송도에 입교하는 것에 대해 반대하고 있다. 재정위기도 또다른 중요한 원인이다. 스토니 브룩 프레스는 “아직 한국 관계자들은 이 사실을 알지 못하지만, 스토니브룩은 한국에 캠퍼스를 세우는 계획을 무기한 유예한다, ”고 실었다. 채드윅 스쿨 교장 테드 힐에 따르면 채드윅 스쿨에서도 멸종위기종 서식지에 캠퍼스를 세우게 된다는 것을 안 이후로 내부적으로 비슷한 동요가 일어났다고 전했다. 캘리포니아 버클리대 법대 국제 및 행정법 교육 전무인 헬렌 킴은 역시 양해각서를 체결하긴 했지만 앞으로 송도에 입교하기 위한 노력은 하지 않는다고 말했다 . 올 9 월 개교 예정이라던 노스캐롤라이나 주립대에서도 총장 랜디 웃슨을 비롯한 학교 관계자들이 캠퍼스가 람사 협약 기준에 준하는 국제적으로 중요한 습지를 매립한 지역에 위치할 것이라는 사실을 알고 충격을 받은 후 계획을 전면 보류했다고 알려왔다 . 현재 총장은 멸종위기종 서식지라는 사실에 비추어 계획을 재검토하고 있다 .
Songdo New City is being constructed on prime habitat for 13 species of endangered birds, including the Black-faced Spoonbill, that migrate along the East Asian-Australasian flyway. Many of the American universities invited to Songdo were not aware of the birds, because Songdo has been advertised as a “Green City.” Any development that threatens a protected species, however, is illegal under American environmental regulations.definitely not “green”. By filling vital tidal flats, the proposed development also violates international agreements to protect wetlands, such as the Ramsar Convention, signed by both the United States and South Korea. Furthermore, Songdo cannot be certified under the LEED (Leadership in Energy and Environmental Design) for Neighborhood Development rating system, because it fails to meet the basic prerequisites of the Smart Location & Linkage category: it is being built on a filled wetland, and it does not address the habitat requirements of the endangered bird species.
송도신도시는 동아시아 -대양주 철새이동경로를 따라 이동하는 저어새를 비롯한 13 종의 멸종위기종 새들의 서식처인 갯벌을 메운 땅위에 도시를 세우고 있다 . 미국대학들 중 많은 학교들은송도가 녹색도시라는홍보만 접했기 때문에 저어새 및 다른 멸종위기 종 새들의 존재에 대해 전혀 알고 있지 못했다 .. 멸종위기종이 서식하는 습지를 매립한 땅을 개발하는 것은 미국 환경규제법에 의하면 엄연한 불법행위이기에 당연히 “녹색”이라 할 수 없다. 이와 더불어 습지매립은 미국과 한국이 모두 서명한 람사 협약과 같은 습지보호를 위한 국제 협약을 위반하는 것이다 . 또한 갯벌매립지에 도시를 지었다는 사실은 친환경 건설 인증시스템인 LEED (Leadership in Energy and Environmental Design) Neighborhood Development rating system 에서Smart location & Linkage Category 의기본 전제를 만족시킬 수 없으므로 송도에 에너지 효율이 높은 친환경 빌딩을 많이 짓는다 해도 이러한 인증서는 획득이 어렵게 된다 .
In spite of these universities’ uncommitted status and their environmental concerns, Incheon City still plans to fill “Section 11”, the last remaining area of tidal flats, in order to build the campus for foreign universities and techno-clusters. But it makes little sense for Incheon City to fill the bay when foreign educational institutions and businesses are no longer eager to invest. Incheon City must reconsider the reclamation of Section 11 by learning from the U.S.’s mistakes: since the 1990s, state and federal governments have been spending hundreds of millions of dollars to restore the wetlands that they destroyed in the previous century. It would have been much easier and economical to protect these wetlands in the first place. Incheon still has a choice.
이러한 미국 대학들의 미확정된 상황과 그들의 환경에 대한 우려에도 불구하고, 인천시는 송도의 마지막 남은 11공구 갯벌을 외국대학 ,산업시설 등 첨단산업클러스터로 조성하고자 매립절차를 진행 중이라는 사실이다 . 기존 매립지조차도 외국대학을 비롯해 기업들이 투자를 꺼리는 상황에서또 다시 멀쩡한 갯벌을 매립해 건물을 세운다는 것은 상식적으로 이해하기 어려운 일이다 . 부디 인천시는 미국의 주 정부 및 연방정부에서 수백억불을 들여 지난 세기동안 매립해왔던 습지를 다시 복원하려 한다는 사실을염두해 두고 갯벌 매립에 신중에 신중을 기해야 할 것이다 . 이럴 바에야 애초부터 갯벌을 보호하는 것이 더 쉽고 경제적이었을 것이다 . 인천은 아직도 선택할 수 있는 기회가 있다 .

뉴욕 스토니 브룩이 재정 위기로 한국 송도캠퍼스 확대를 무기한으로 유예한다는 내용의 기사.
“Southampton is not the only Stony Brook campus that is to be abandoned due to budget issues. Stony Brook had been exploring the development of a new campus in Songdo, South Korea, as part of a ‘global university’ where 14 other schools from around the world are represented. One Stony Brook administrator said the university was ‘indefinitely suspending plans for a campus in Korea,’ and that South Korean authorities have not yet been told of the suspension. Melucci clarified these remarks by saying, ‘We will only move forward on the Korean initiative if there are contractual assurances against losses to Stony Brook.’ It is unclear if the school has any such assurances.”
